Our agency is led by Secretary Janet Stanek, who was appointed by Gov. Kelly in Dec 2021. KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, KanCare). We are the only agency in the nation to have these three entities under one roof which allows us to take a holistic approach to improving and protecting the health and well-being of all Kansans.

Position Summary & Responsibilities

Program Monitoring:
Reviews all client-specific data submitted through the electronic data system by contracted providers to ensure accuracy, completeness, and appropriate provision of clinical services in compliance with CDC protocols and policies for Early Detection Works (EDW) screening services.
Responsibilities include:
1.Verifying that all submitted data is complete and accurate.
2. Ensuring payment requests align with current reimbursement rates.
3. Confirming that screening and diagnostic services adhere to CDC policies and procedures.
4. Responding to electronic communications and telephone inquiries within four (4) business days.
5. Documenting and coordinating timely referrals to the Kansas Medicaid program for treatment of Kansas resident women diagnosed with breast and/or cervical cancer, in accordance with the current treatment act agreement between EDW and the Kansas Medicaid program.
6. Coordinating referral options for non-resident women diagnosed with breast and/or cervical cancer.
Entering data and monitoring and reconciling reports within the electronic data system for Minimum Data Elements (MDE) submissions.
Case Management and Patient Navigation:
The Public Health Nurse provides routine case management through ongoing communication with contracted providers regarding abnormal test results, utilizing the electronic data system (Catalyst120) to ensure patients receive recommended diagnostic testing in a timely manner.
EDW patient navigation responsibilities include explaining diagnostic services to clients, facilitating timely referrals for follow-up care, and coordinating with physicians, clinic staff, and social workers to support continuity of care. This role ensures that eligible clients receiving EDW services who require treatment are referred promptly to the state Medicaid program, in accordance with the current Treatment Act agreement between EDW and the state Medicaid program.
Job Responsibilities may include but are not limited to the following:
Training and Technical Assistance:
Provides training and technical assistance to contracted providers within the region on program policies, procedures, and use of the electronic data system, ensuring accurate and timely data collection. Offers guidance on clinical aspects of the Early Detection Works (EDW) program, including proper documentation and compliance with program requirements.
Participates in community coalitions and organizations that support the goals of the EDW program. Conducts health education and outreach activities focused on primary and secondary prevention of cancer and chronic diseases, including promoting appropriate screening and facilitating referrals to healthcare professionals for underserved and disparate populations, as well as the general public.
Project Evaluation:
Participates in ongoing program evaluation activities to ensure quality, compliance, and continuous improvement of the Early Detection Works (EDW) program.
Responsibilities include:
1. Conducting provider chart audits as needed, and assessing enrollment data and accuracy of payment requests.
2. Engaging in self-evaluation by monitoring data submissions for accuracy and ensuring corrections are completed prior to biannual Minimum Data Elements (MDE) submissions to the CDC.
3. Developing and providing recommendations to improve data quality and enhance program effectiveness.
4. Implementing quality improvement strategies at both local and state levels.
5. Utilizing the electronic data system to analyze regional trends, including identifying geographic areas with limited services, monitoring late-stage cancer diagnoses, and evaluating screening patterns; communicates relevant findings to Topeka-based program staff.
